Of course, the project plan and the BTI plan may differ, this is possible if someone has made a mistake when redrawing the plan, or the construction of the facility. All differences must be coordinated in order to avoid troubles. There are even situations that the owners have been living in the apartment for many years, and then find out that they live in a redeemed apartment, where the supporting wall has been changed.

By law, each new owner should bring housing according to the BTI plan or legalize redevelopment within 6 months after its commission.
